the users are using XP remote desktop to connect to the terminal
servers, and they make a printer the default printer then they end the
connection and go back in and the printer they selected as default is
not default anymore

Do they have mandatory profiles set up?
How are printers assigned?

there is no mandatory profile setup as far as i can tell and nothing
under the terminal server profiles. the printers are all shared and
they go through the list and select the one they want and mark it as
default

Are you using roaming profiles?
Does this happen if the user logs into a workstation directly?

there are no roaming profiles being used and if the user logs into
their workstation the defaullt printer stays default , an example would
be : the user has his printer in his office set up on his laptop as the
default printer, he then logs onto any of the 4 terminal servers and
sets that same printer as the default drops the connection , goes back
into terminal server session and its not the default anymore
