Default Database for Outlook Contacts

Can a default database be created for Contacts in Outlook for all employees
to share?
Can this database also be used for private contacts? Tag as private and it
will not share?
Can this default database be synced to mobile devices?

You'd have to experiment with that once you installed whatever sharing
solution you decided to use.

Perhaps, but that would be up to the backend and the sync software.

What does backend mean? Is this the server? We have MS 2007; server,
outlook & all office softwares.

Do you have any suggestions on creating this database and connecting to all
users?

We have Treo 700 or 750 windows based mobile devices. Any suggestions on
finding information specific to the Default Database that we want to create
for Contacts and syncing?

With Exchange as a backend, I'd use Public Folders.

With Windows Mobile-based devices, you can use ActiveSync, which will sync
with your default folders, or you can purchase a sync tool that will allow
you more flexibility.
