Default ACL on Home Folder

Hi
Is there a way to change the Default ACL for user's home
folder?
When using Active Directory Users and Computers to create
user account with their home folder to be pointed to a
server place, the default ACL is
Administrators Full Control
The user account Full Control
This is a school environment, and we need to let Teachers
group to be able to access Student's home folder, and the
teachers group has to be in the student's home folder's
ACL. It's no good to have to change the ACL all the time
whenever there is a new student user a/c is created.
Is it possible to change the default behaviour to
something else, so that the Teachers group is included?

Place all student home folders in the folder "Students". Assign Teachers user group appropriate permissions to that folder and make sure that these permissions are propagated to the all subfolders (student home folders).

The share in which the students' home folder are placed
has ACL: Administrators Full Control, and Teachers Modify.
But when a new folder is created along with an user a/c,
the "Allow inheritable permissionsfrom parent to propagate
to this object" check box is cleared by default, and only
two user a/c are in the ACL: Administrators Full Control,
and the user Full Control. (by the way, we do not want
student to have Full Control over their home folder.)

Can you tell me how to set permissions to be propagated to
all subfolders and let this happenning automatically?
