DCOM error

Please help...brand new computer from Dell, just set it up, am getting this
error on the event viewer:

Event Category: None

Description:
DCOM got error "The service database is locked. " attempting to start the
service netman with arguments "" in order to run the server:

The problem is associated with Network Connections. Is this a standalone
computer? Are you using Firewall Router?
