DC not authenticating users

Here is my small and simple environment. I have one
domain and two sites. One site is in NJ and the other
site is in NC. At both locations I have one server.
Each server is a DC. Now my problem is that when users
in NJ try and log into the network they are being sent to
NC for authentication. Why. It seems that the NC server
is handling the entire network load for all security
functions. How can I make the users in NJ authenticate
with their local server?

Ensure it's a GC:

Also, ensure that your sites and subnets are properly configured:

It's also recommended to have a DNS server per site.

I'd also query the event logs for replication errors and anomalies based on
the fact that you're also having issues with Time.

Are you familiar with dcdiag and netdiag?

C:\>dcdiag /c /v /e
C:\>netdiag /v
