DC-Exchange not syncronyzing

We have two servers in our organisation, So First Domain Controller, and
second is Additional Domain Controller, and have Exchange 2003 installed on
it. So my problem;
When I add a new user on PPC, it accepts but does not open Exchange mailbox,
and when i add new user on BDC, it aceepts and creates mailbox too.

So what could the problem, and how can I resolve it?

This is not a problem at all. This is expected behavior!

When you installed Exchange 2003 on the second Domain Controller part of the
installation is the installation of the ESM. You do not have this on the
first Domain Controller. So, all you need to do is to install the ESM on
the first Domain Controller and then use the ADUC MMC from that. Now, how
do you install the ESM on the first Domain Controller? Simple. Do a custom
installation of Exchange 2003 where all you are installing is the ESM.
Please do not forget to also install Exchange 2003 SP1!

I would also take this opportunity to suggest to you that the vast majority
of the Administrative work that you do should be from a workstation that has
the Adminpak tools and all other Administrative tools that you might need
installed instead of having to go to the Domain Controllers to do your work.
I would also suggest that you normally want to install Exchange on a member
server instead of on a Domain Controller. I would also suggest that you
take this opportunity to open up the Active Directory Sites and Services and
make sure that you have created a subnet and associated it with the Site (
you do not necessarily need to create a Site as, by default, Windows created
one for you ). You might also want to take a look at ADModify and/or the
newer ds* tools.
