The "date modified" that I'm referring to is one of the "details" items in
WINDOWS Explorer and other file management utilities. It is the date when
the file was created or edited.

An easy way to do this is to make a copy of the file. The copy will have
the system date as the Date Created. To change the Date Modified file,
simply open the file (with a program capable of editing it) and save it.
This is fine if there are only a few files.
There are also utilities to set the date/time/created/modified/accessed
attributes. This is sometimes used to identify file build versions in
software - all the files get the same date and time.
