Database Creation Unsuccessful - Please Help

Using XP SP2
Outlook 2007
BCM 2007

After installing BCM, when I go to run Outlook, it tries to set up the
database, but I get an error message that says Database creation was
unsuccessful. I researched this online, and found that it might be that the
SQL program might not be running, so I went through the suggested steps:

1. Exit Outlook.
2. Click Start, right-click My Computer, and then click Manage.
3. Click Services and Applications.
4. Double-click Services.
5. In the services pane, click SQL Server (MSSMLBIZ).
6. Click Start the service - if not started (as it was in my case) or
Restart if already running
7. Exit Computer Management, and then start Outlook.

Still, I get the same error.

Does anyone have any additional suggestions?

If you know Sql, try creating a database without BCM and see if that
works.

If that works, try creating a database with the same collation order
(en-US in USA) and with the file in the same folder as BCM does. You
can look for BCM's create database command by turning on tracing in
the database or in BCM, although I haven't done this (extracted the
create database command) with BCM v3. It worked in the past.
