cyrillic font

Can you please instruct me on how to get cyrillic fonts
to show on dialog boxes. I have tried to install
programs that use Russian fonts and all I get on the
dialog boxes are all "????????????" or all "Aaaa and
oooo". I am able to type and read Russian on my computer
but cannot read for example installation dialog boxes.

1) That page is kind of outdated (Netscape 4 and IE 4 are described there)

2) The information on that page is not relevant to this question -
he already _can_ read/write in say MS Word or on Web -
but he cannot use made-in-Russia *programs* where Cyrillic is
in _interface_ - menus, dialogs, ...
