custom toolbar for operands

in excel 2000 I could create a custom toolbar with operands. I just changed
to excel 2003 on a new machine and can't find the operands to add to a custom
toolbar.

Tools>Customize>Commands>Insert.

Scroll down about mid-stream to find operands.
