custom config the working environment for individual user

How can I custom configure the window environment for each individual user
in WinXP?
I know how to go to MMC->Group Policy.
There are computer config and user config.
All the parameters are in
user configuration -> Admin Templates
But, how can I set different sets of them and apply these templates to
different groups?
