Public Folders do not have all the functions available to folders in a
default mail box folder of the same type. This is probably on of those
functions that drop by the wayside. If you want to retain all the
functions for your forms, you have to create a dummy account, and use
the default Calendar from that account as your "public folder", by
giving everybody owner permissions, or at least senior editor
permissions.
