CTRL+Y isn't repeating my last formatting action.

CTRL+Y isn't repeating my last formatting action. For example, I remove
highlighting from text. Then I go to the next highlighted text, press
CTRL+Y, and nothing changes. Can you tell me what's going on? Is something
wrong, or can some formatting "repeats" not be accomplished with CTRL+Y?

Unfortunately, some formatting cannot be repeated using Ctrl+Y (also, F4).
Word does not treat highlighting the way it does other kinds of formatting.

Without any text selected, if you click on the highlighting tool, you can
then use the mouse to apply highlighting to non-contiguous items in the
document (press Esc when done). But, other than that, Word doesn't provide a
convenient mechanism for re-using the "I just highlighted something"
information. You might have noticed that Word treats highlighting
differently in other ways, as well. For example, if you select text and then
highlight it, Word de-selects. If you apply bold, italics, etc. to a
selection, however, the text remains selected.
