Ctrl, Alt, Windows keys perform IE functions

I just upgraded a dell Dimension 4100 p3-933 from ME to XP Home SP2. I
installed a new hard drive and did a clean install. The system has a
Microsoft Internet keyboard. The Ctrl, Alt, and Windows keys are now doing
what the Internet function keys at the top of the keyboard do, e.g. the left
Windows Key launches Outlook Express, the right Ctrl key launches IE, or if
it's already open, goes to my home page.

I've downloaded and installed version 3.5 if Intellitype from Microsoft but
that didn't help. Also deleted the keyboard from Device Manager and
reinstalled; still the same result.

Anyone have any idea what's going on? Or is it just time to get a new one?

Problem solved (I think). Turns out it was a liquid-ware problem, as my
daughter belatedly informed me that the keyboard took a Juicy Juice bath.
