CSV loading incorrect

When A CSV file is loaded into Excel 2003 it in a text format ie within in
the first column followed by commas.
How do it get CSVs to load so it nloads has a excel spreadsheet format ie in
individual columns

Data > Import External Data > Import Data > then click on file.
Open > Delimited > Next > Comma > Next Finish > OK.

If it didn't treat the commas as delimiters, then I wonder whether the
Windows Regional Options (accessed via Control Panel) are specifying the
list separator as semi-colon, rather than comma?
