i cannot get into the internet on that computer, im on another computer right
now. i tried downloading that file and putting it on a cd then copying it
into the system32 directory but the same error came out: cannot find
cryptui.dll. after that i also tried to reinstall windows xp home onto that
computer but it said that it is an older version and that windows xp home is
my original one. i also tried to format c: from cmd and it said the same
error. the strange this is that i found cryptui.dll file in the system32
directory, and it still says the same error. any ideas?

Have you tried going into Safe Mode and restoring your computer to a
restore point prior to when the problem arose?

You cannot format C: from cmd, you have to get your computer to boot
from the XP CD this may require you to change the boot order in the
BIOS settings.
From what you say it would appear that you have a version of XP that is
pre service pack 1 or 2.

You could try to prepare a slipstreamed cd that contains SP2 and try a
repair install from that :-
