cryptographic service not running

I have Windows XP Home Ed. and downloaded service pack 1a
but when I tried to install the self extracting file, an
error message pops up after about 3 seconds, preventing
me from installing service pack 1a. The error message
reads: "Set up could not verify the integrity of the file
Update.inf. Make sure the cryptographic service is
running on this computer". I did a search for any
downloads to fix the absence of, or corruption of
my "cryptographic service" but did not find any such
download. Nor did I find any usuable information in
Windows Library. Does anyone have a clue about what I
need to do to fix the error?

Hello!

To resolve this issue, set Cryptographic Services to
Automatic for Startup type. If this does not resolve the
issue, stop Cryptographic Services, and then rename the
%Systemroot%\System32\Catroot2 folder. To do so, follow
these steps:
Start the Administrative Tools utility in Control Panel.
Double-click Services.
Right-click Cryptographic Services, and then click Properties.
Click Automatic for Startup type, and then click Start.
Install Windows XP SP1 again. If the problem persists, go
to Step 6.
Click Start, and then click Run.
In the Open box, type cmd, and then click OK.
At the command prompt, type the following commands, and
then press ENTER after each line:
net stop cryptsvc

Type exit to close the command prompt, and then install
Windows XP SP1 again.
