Creating User Profiles

I have recently started working for a company that is using windows TS and
publishing desktops. It looks as though the past admin didn't use domian
group policies to create the profiles (locked down the display, programs
etc.) is there another way to create profiles for the user when they login to
the desktop.

Profiles are originally derived from the Default User Profile, unless you're
using mandatory profiles. You can configure the default user profile the way
you want, so new user logons start from a known good setup. You then can
lock down settings with NTFS, Group Policy...

Application Publishing is a Citrix feature, not that of Terminal Server.
