Creating Special Chracters in Word

Using Word 97. I would like to create two special chracters to insert. I cannot find them under the extensive symbol dialog, but could create them from two symbols. When looking at the Hebrew symbols, it looks like there should be a way to place two symbols together (also other languages include diacritical marks that would be intended to place above or below a character i.e. as part of the same symbol)
My goal is to create a symbol of a circle with a + sign in the middle and another with - sign in the middle (not a theta). These I would use frequently in many documents, so I would eventually like to assign them each a short-cut key
Can I do this without using Unicode? If I do have to use Unicode, how do I do it

You can doubtless create these using the EQ \o (overstrike field) (see
"Field codes: EQ (Equation) field"), but at least one of these characters
exists already: see character 197 in the Symbol font.
