Creating New Accounts in XP

We have just upgraded our computers to XP and we are now in the process of
creating accounts for each user. I've created accounts in previous versions
of Windows, but XP seems to be behaving a little differently than what I
expected. For example, items that are placed in the All Users profile such
as Desktop icons, Favorites, and Start Menu shortcuts, don't necessarily
show up for all users.



In the past, working with earlier versions of Windows, I would configure
everything the way I wanted, and then start creating profiles. Each profile
would contain all the Desktop Icons, Start Menu shortcuts, and Favorites
that I had specified during the initial setup. How can I do the same thing
in XP?
