Creating Distribution List With Multiable Contact List

I have created sub-contact list within my contact list in outlook, however
when I went to create a email distribution list not all of my sub contact
list show when I try to select members for list. Does anyone why this is a
problem and how to fix it.

You failed to designate the folder as an email address book in its
properties.
