creating a form EMail in Outlook 2003

I'm using Outlook 2003. Perhaps a couple times a week, I need to send out an
email to someone with a standard text in it, but some variable information.
Rather than "copy and paste" from a previous email in my sent file, I would
like to set up a form that I can just click on, fill in the relevant details,
"address" to the sender, then send.

I tried designing a form, but I couldn't add text to my existing
'signature', which is not what I want to do anyway.

Is there any way I can easily do this? or do I have to copy and paste?

Create the message you want to send then save as a template. (You'll need
ot use the outlook editor, not word as the editor, to do this - you can
either change it in tools, options, mail format or use actions, new message
using, outlook)
