Can someone help me create a database? I’m want Access to open and check the
“C” drive for a database named “Vacation”, if it is there open the
switchboard, if not create the database with 5 or 6 fields.

I'm sorry, this really makes no sense to me. An Access Database (.mdb
file) is a complete application, with multiple Tables, Forms, Reports
and other objects. It would be very unusual to need to routinely
create a Database; you would have a database stored in some
appropriate folder on your disk (almost surely NOT the C: drive root
directory!) and have a shortcut on your desktop to open it.
It would be equally unusual to need to routinely create a new Table in
your database, which it sounds like what you're thinking about.
Could you explain the context? What real-life business problem are you
trying to solve?
