Interesting handle, does it keep people from responding to you on line? I
almost didn't because, well ... who needs an argument? Sorry, just a little
off topic.
In PowerPoint, there is an auto-shape called a Block Arc under Basic Shapes.
It will do what you request.
If you want to center the arc, you can use the adjustment handle (little
yellow square) to make the arc very thick, so thick that only a little
circle in the center is open. That should help you to center the arc. Once
placed, you can re-set the adjustment handle to a thinner setting if you
would like. If this does not help with the centering, then perhaps you can
use the corner handles to align the shape to your needs. There is a little
green circle the will appear above the arc, the rotation handle. This is
used to rotate the arc, so the open side is facing the direction you want.
If you want the arc to be symmetrical (perfectly round like a piece of a
circle), then you can hold the shift key while drawing the shape. This will
force the object (or any object) to keep it's proportions while being drawn
or resized.
