Create a Remote Domain?

According to this article I create a Remote Domain from IIS Manager:

So I went to Start | Settings | Control Panel | Administrative Tools | Internet Services Manager. At this point I'm stuck. I right-clicked Internet Information Services. No Create a Remote Domain there. So I right-clicked my MachineName. No Create a Remote Domain there.

So where do I Create a Remote Domain?
