CPU useage in Task Manager

I'm trying to understand why there's an apparent discrepancy in CPU useage
in Task Manager.

System idle ranges between 99% and 94% but the CPU useage in the bar at the
bottom ranges between 9% and 41%. Which one is right?

Turns out Task Manager has some accuracy problems. Found this at jsi

System Idle is the little loop the system goes round, waiting for
something to turn up, when there is nothing whatever else to do
