CPU Useage Fluctuation

When my computer has been on for a while the computer
begins "stuttering", for example, if I move the mouse
across the screen it freezes and will re-appear later on
the line I am running across the screen - in
effect "hiccuping".
If I press CTRL-ALT-DELETE the CPU useage fluctuates
between 4% and 41% (at the moment) very fast. No one
program is making it do this and no matter what I close
down the computer continues to do this. If I restart the
computer it reverts back to normal as it should do.
Does anyone know whats going on, and if so, how to stop
it? As you can imagine its extremely irritating.

Reinstall your video drivers to the latest. Do you have plenty of RAM and are there any programs running at that time that are hogging resources? Check for a setting in your BIOS you can set called "Spread Spectrum" or something related to EMI...see if your BIOS has this option! Make sure CPU & fan are clean and unostructed, by the way, also.
