CPU Running at 100%

The CPU on my PC is constantly running at around 99 - 100% and as such am
unable to use the PC. In the Task Manager dbmceimp.exe is running at 98%.
Have reloaded WinXP and SP2 with no affect. Can you please advise course of
action to resolve problem.

Hi, that's not a process I recognise, is it part of some software you've
installed, if so I suggest you contact the manufacturers. If not try running
adaware from lavasoft, it may well be some adware running....

Begin by finding said file while the computer is in safe mode and
determining where it comes from.

It is not on my system, nor several systems I checked.

Locate the file with search, using advanced searchto look in system
directories, right click, choose properties and see if there is any
information suggestion its origin.

Next, determine where it is starting from--there are a number of ways to do
this, but probably the simplest is hijackthis.....google it.

Knowing where it came from and where it starts should help you determine if
it is necessary. If it is not necessary, disable it from whereever it is
starting.

See if things improve. If so, and no need is found, delete the file or
rename it to dbmceip.bak for a while.

I am attempting to use task manager to find offending component(s) that are
causing 100% CPU usage but when I type Cntrl+Alt+Del it says "Task Manager
has been disabled by Administrator". I'm the "Administrator", this is a
standalone laptop. How can I enable it?
