CPU operating at 100% then drops rapidly to normal

I have been experiencing trouble with my cpu in that it seems to be slow, after checking the task manager I find that it is operating at 100% cpu usage. This general happens alot, although, it drops back down to a usage of 0-5% just after accessing task manager. I have monitored the performance and it seem that if I do anything it quickly goes back to 100% usage, the graph is very eractic at times HELP!

more info needed: what's using that cpu?

it's perfectly normal for it to go to 100%, that means it's doing
something! Only if something specific is using the time when you know it
shouldn't be should you be concerned. What processes are running in the
Task Manager List? Which one is the hog?
