CPU hanging at 100% usage always

With no programs open, CPU is running at 100% usage. Thought I needed to optimize the hard drive with speed disk (I had rebooted while this was running through its usual weekly paces, so thought that was what messed it up), but computer's so slow, it's taking literally a week to complete optimization

Since it's probably not the problem, what do I do next?
