Couldn't Use System.mdw file already in use

We have a number of workgroup Access 97 users who are
calling on a centrally shared WIF (system.mdw). The file
has been excluding new members joining coming back with an
error 3045 message "Couldn't Use ... file alraedy in use".

I altered the NTFS permissions to ensure the WIF file is
available with read, write, create, and delete permissions
without success.

I have then recreated the WIF file entering the exact same
Name, Organization, & Workgroup ID.

Now I find that only 1 person at a time can access the WIF
file.

I have scoured technet without too much success. So would
appreciate some advise if anyone has faced and solved this
issue ASAP.

Does the error occur when a new user starts his copy of Access, or only when
he enters his username/password & presses return?

Please spell out the situation in a little more detail.
