Could not find instalable ISAM

Hello everyone, I seem to have an error that I can't get around. I'm trying
to setup an ODBC data source to connect to a tab delimited file. I'll try
and give the step by step of what I'm doing.

I'm in administrative tools and I open odbc.
I hit system DSN and hit add.
I scroll down and hit microsoft text driver (txt,csv) and then type in the
data source name and description (ray and test for now).
I uncheck the use current directory and browse to the folder i need (c:\ray).
Then i hit options and uncheck default.
Then i hit define format.
This is where i get the error message "Could not find instalable ISAM" in a
box that has the title "ODBC text driver login failed."
The box with the message pops up twice if i hit ok or cancel and then
continues to the define text format window.
I can select my file and if i hit guess, it comes up with "the database is
not connected. guess failed."

I've been able to follow this process on other machines without problems. I
found some instructions that said uninstall and reinstall office. I tried
that and nothing changed.

The computer is windows xp pro sp 2, microsoft office xp (full install with
everything i could check on from custom install method)

That error happens when the driver does not exist. (text ODBC driver)

I think you are going to have to add the text driver to the installed driver set for ODBC in the Office setup. By default, it was
not included, as I remember the last time I did it.

I've already installed everything that was available under the custom install
method for office. When I look at the change or remove option for microsoft
office in add/remove programs, everything is white (installed on computer).
is there another method i should be following? I also have all of the office
xp service packs installed.
