Corrupted 'system' file halts startup

I have a corrupted system file 'Windows\system32
\config\system' that cannot be loaded and is halting
startup. what can I do, besides recovery console?

AFAIK, there is no way to fix this without using the Recovery Console. Your
alternative is a clean installation.
