Corrupted MSI Installer

I have tried many tactics and none of them are working: My MSI installer is corrupted. I can't reinstall Office 2003, Norton Internet Security2004, or Encarta 2004. When I launch IE a small "Windows Installer" pops up. Actually, "Windows Installer" pops up for just about everything. I tried:

Re-registering MSI
Running the Windows Cleanup Utility
Running MSIcuu/MSIzap
Running WI-Fix.zip
Reinstalling XP professional over my existing installation.
I've even tried reinstalling the Windows installer 2.0 for the SDK update site and I've tried reinstalling the ISScript.smi
Verifying the the installer is set to run automatically instead of manually under services
Nothing is working.

I DO NOT want to reinstall my OS from scratch.
This is extremely frustrating since I think that the primary cause of this was that I tried to reinstall Office. I would appreciate any assistance . . .

Have you done a Google search for answers? You've done about everything you
can do other than that. You may have to format and reinstall Windows. Not
a great way to spend an evening, but you may have no other choice.

I have had to manually edit the registry to fix problems that are
close to what you are having. Look under
hkey_localmachine\software\microsoft\windows\current
version\installer. Try to find anything that matches up to your failed
office installation and delete it. Hope this helps!!
