Copyright symbol not displaying when published

When I publish my web, the copyright symbol does not display on the web page.
The symbol is replaced by a question mark. I've tried "ASCII hex" and
decimal, plus unicode. I am using Frontpage 2002.

You would use them as in "This comment is copyright &copy; 2004"....
