See if there is a "NoCDBurning" value present under the following registry
key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
To launch the Registry Editor, type REGEDIT.EXE in Start, Run dialog.
If you find the "NoCDBurning" value in the above location, delete it.

:: :: Running XP and I seem to have lost the ability in "my pictures" to copy
to
: a
:: cd. The help file states "If the files are located in My Pictures, under
:: Picture Tasks, click Copy to CD or Copy all items to CD".
::
:: I've got picture tasks but haven't got the CD option. I have "view as
: slide
:: show, order prints online of print pictures". In some folders I also have
:: "get pictures from camera or scanner" but no reference to the CD.
