copy and paste error between workbooks

I cannot copy (cntl + c) and paste (cntl +v) cells between workbooks. Is this a setting that can be toggled?? Or an error with excel. I am running Excel 2002 sp 3.

You should be able to copy and paste between workbooks by any means however,
you should be aware that Excel stores it's own clipboard which is not very
persistent so, any changes/actions you may make in either workbook before
pasting may lose the data.

If there is any code in any of the events that fire during
the copy (deactivate/activate etc) that will probably
clear the clipboard.

Also someone may have reprogrammed these short cuts.
