Cool & Quite problems

I disable this in bios for a while but then the AMD 3200+ on the K8V
delux baord runs at about 41 c or so to 49 C. With it enabled it runs
around 33C. What I find is some times when I bioot up the CPU seems
stuck at 800 and makes the computer very slow and even causes
programs like Microsoft Word to just lock up with the hour glass when
you try and open a document. Has anyone else run into this problem.
Some times after boot up the cpu will only run down to 1800. Any fix
for this would be a big help

Do you have "Performance Mode" set to Turbo ? On Abxzone, there
is a claim that the Turbo setting causes Vcore to be boosted
by the BIOS. With a Standard performance mode setting, maybe
you can afford to leave C&Q disabled ?

Also, is there an AMD utility for examining the current C&Q
conditions ? Or is there perhaps, supposed to be a piece of
software installed at the OS level to control this function ?
It seems kind of strange for this function to be totally
controlled by the BIOS.
