Cookie settings alter on own!

My cookie settings via, Control Panel, Internet Options and Privacy Tab are
permanently on Accept All Cookies – no matter what I set it at it always
returns to this lowest level of security. I have tried setting it on my
normal setting of Medium High, clicking Apply and OK, but on returning it is
always on this lower setting.
The same occurs on Internet Explorer’s Internet Options via Tools.
Could malware have altered a setting that prevents my Medium High security?

Yes, it is certainly possible. And also some user actions whilst visiting
a site may give permission to such changes. These might not necessarily
revert to the user's default setting.

Did anti-virus, anti- spyware and anti-adware scans recently? With what?
Verified that they and a firewall program are enabled?

Yeah - Thanks, Spybot found 9 infections, all related to Virtumonde.
Microsoft's Malicious Software removal tool removed Trojan Win32/Vundo.gen.H.
Ad-Aware Pro discovered nothing. My virus software eTrust Antivirus
discovered 4 Trojans. However, it's downloading updates about every two days
but can't update it's search engine as it reports 'failed to update to engine
number etc..
This is all related to my cookie protection being zero. I've tried the
default setting but to no avail. God help my once stable PC! - Andrew

LeakTest
but when tested by them with their Shields-Up, my PC is in 100% Stealth mode!
