Just found this the other day. Who said you have to pay?

GIF2SWF 1.02

A simple tool that converts .GIF files to .SWF (Flash file). This is
now a shareware product, but this is an older version, which is the
last freeware version available. This is the only tool I have found on
the web, that does this for free. Enjoy.

This seems to be a 10-day trial version, after which you would have
to pay. At least, according to the official homepage:

http://www.segon.com/gif2swf.html

Besides, the program dates from 2001, which is pretty old.

Why would I pay for something like this if it's available under a
GPL license and being actively developed? See here:
