Control Panel

When I click on " Control Panel " from PROGRAMS the
Control Panel icons appear OK.
The REMOVE PROGRAMS icon works OK.
When I click on any other icon I get the hourglass icon
and a " Control Panel ( Not Responding ) " message in the
upper left corner of screen.
If I shut down and restart in SAFE MODE, Control Panel
functions OK.
My e-mail is connected by cable, don't know if this is
relevent or not.
Any help appreciated.
