control panel restriction for limited users

I have 3 computer(win xp pro and 1 Home) set up with an ADMIN account
for maintenance and a limited account for users.
I want to set the desktop and resolution and any other settings and
then block access to control panel for limited users.
Can this be done? I don't want to just hide icons as there are some
savvy users.

You can control what users can do in XP Pro by using the Group Policy
Editor.

Start>Run>gpedit.msc [enter]

Questions about using the Group Policy Editor should be asked here:
microsoft.public.windows.group_policy

The Group Policy Editor is not available in XP Home. You can use MVP
Doug Knox's Security Console or the MS Shared Computer Toolkit. The
Toolkit can also be used in XP Pro and may be easier for a newbie than
using Group Policies.
