Control panel does not open

When I try to open control panel from anywhere all i see is the main screnn
refreshes but the control panel does not display. I can get to all the
functions using the CMD prompt in Dos. I tried restoring to a earlier date
but no help. I am up to date on all the software. Any help would be greatly
appreciated...FrankT

Install TweakUI and disable all Control Panel applets. If the problem is
solved, re-enable the applets step-by-step in order to find the culprit.

Last year I had same thing, then a few days later couldn't find control
panel or see "Run..." Eventually found it was a virus and had to
reformat hard drive.
