Control Panel disappear

All icons in the Control Panel are disappeared. Moreover, right click "my
computer" and select "properties" may not help.

The problem occur just after I have increased the memory from 1GB to 2GB.

Moreover, the following website is also discussing the problem.

Someone suggest restarting the "Software Licensing service", that works.
But the problems are back after a reboot.

My machine is as following:
ASUS T3-P5G965
Intel Core 2 Duo E6600
2GB memory
ST3300622AS ATA Device
ASUS DRW-1612BL ATA Device

If you only restart the service but leave it set to manual, then you will
need to manually restart it after every reboot. If you change the properties
to automatic, it will start by itself each time you reboot.

Thanks. However, it is set as "Automatic" already, but the problem still not
gone.

However, the problem just gone after the last windows update.
