Control Panel - Add/Remove Programs in XP Home

When I access Control Panel and select Add/Remove Programs, I get the
following message and cannot remove any programs.

The Windows Installer Service could not be accessed. This can occur if you
are running WIndows in Safe mode, or if the Windows installer is not
correctly installed. Contact your support personnel for assistance.

I'm not in Safe mode. Any ideas what's going on?

Try going back to Control Panel>AdminTools>Services. Scroll down to
Windows Installer Service. Make sure it's not
Disabled. While there if not Started then click Start in upper left
corner.
