Contacts in two different folders

Is there a way to synchronize my contacts in "Contacts in Personal Folder"
with "Contacts?"
Reason: When I make a new contact in the "Contacts in Personal Folder" I am
able to pull up the contact through the "Select Names" window under the
Contacts dropdown, but am not able to synchronize with my Palm device.
When I make a new contact in the "Contact" folder, I cannot pull up the
contact through the "Select Names" window under Contacts, but I can
synchronize with my Palm device.
Is there a way to synchronize the two folders?

Your post is confusing.
All Contacts Folders reside within a Personal Folders file.
Explain what you mean. Include you Outlook version.

Thanks for replying. I am not real computer savvy, but I will try to answer
your questions.
Outlook 2003 sp1 and I believe we are using Exchange server.

When I open "Contacts" in outlook, in the left window pane I have "My
Contacts" and then underneath there are two different contacts "folders" -
"Contacts" and "Contacts in Personal Folders."

When I make a new contact in the "Contacts in Personal Folder" I am able to
pull up the contact when writing an email by clicking "To", the next window
is the "Select Names" window and the email address for the contact will be
found under the Contacts dropdown, but I am not able to synchronize this
contact info with my Palm device. My Palm sync is pulling info from the
"Contacts" folder.

When I make a new contact in the "Contacts" folder, I cannot pull up the
contact, when writing an email, through the "Select Names" window under
Contacts, but I can synchronize the contact info with my Palm device.

Is there a way to synchronize the two folders - Contacts and Contacts in
Personal Folders.

You need to discuss this with your Exchange administrator. It sounds as if
you have both an exchange mailbox and a PST file in the same profile. Some
Exchange administrators discourage the use of PST files in the same profile
as Exchange. Any special reason you need one?
Since your Palm synchs with the Contacts Folder in your Exchange mailbox, it
makes the most sense to me to use that as your default. You should be able
to get it to appear in your Outlook Address Book by simply enabling it as an
email address book in its properties.
