connot change backround theme

When I turn on my computer and windows is loading my custom theme appears on
my backround. Then a few seconds later it dissapears and a blank theme
appears. when i right click on the desktop and go to properties, desktop it
will not let me select any themes. i can't even highlight them. the only
thing i can do is change the color and thats it. if anyone can help me
please let me know what i can do to fix this.

Are you an Admin or Limited User?

Have you checked C:\Windows\Resources\Themes and see what's there?

i just checked and there is only the windows themes no images

No additional Folders?
Just *.theme files?
