Connecting XP to LAN and Internet

I have a networked WinXP Pro computer that exhibits
unreliable connection to the Internet through an Ethernet
switch, router and DSL modem. Any suggestions would be
appreciated.

Symptoms include:
1. If QoS Scheduler is activated in TCP/IP, Internet
connection is ok but cannot browse local domain.
2. If QoS Scheduler is deactivated in TCP/IP, browsing is
ok but cannot get to Internet. Error page says IE cannot
find server or DNS error. Pings to DNS servers at ISP are
successful but seens not to be able to see them in IE.
3. If 2 above happens, I can get a temporary fix
by "repairing" the network connection.

I have checked all that I can think of. Changed NIC and
cable, checked IP settings and IE settings with other
computers on the network that do not have the problem,
upgraded the computer BIOS, etc. This one is baffling
me. Please help if you have a reasonable suggestion.
Next step is to reinstall.

On a wired ethernet, do not forget the cabling; cables deteriorate.
Also, change the ethernet ports on switch and router; they get squirrely
also. Check the TCP/IP advanced properties, TCP/IP filtering and verify
that everything is set to Permit All. If you terminate QoS, remove it
from the connection, and also disable the service. If using a personal
firewall, is the trusted zone set properly (if there is a setting)? If
this is SP2, do not disable the Internet connection and Firewall service
if disabling the firewall. Check these sites for advice on needed

Google for both lspfix.exe and winsockxpfix.exe. Run both in default
mode; both will fix problems similar to yours.
