That's like saying, when I am on the phone I can't make a phone call.

Since you have one phone line it is EITHER a FAX call or a Dial-Up (DUN) Internet
connection -- not both.
You should look into wither a second phone line or Broadband Internet connectivity.

Faxing isn't done via a dialup network connection, it's a separate phone
call. It does not use the internet at all.

If you're using dialup internet access, you must log off and be sure the
line is hung up before attempting to send the fax.

However, being online via dialup would normally give an "unable to open
port" or "no dial tone" message if you tried to fax with the same modem and
line.

Turn on the speaker for the modem and listen to it dial the fax. If you
hear dialtone, then dialing, the problem isn't on your end.

If you hear a busy signal after dialing, check the number you're faxing to.
If you can't get through, make a voice call to the owner of the fax number
to verify it. Aside from that, if they've left the fax off the hook or
it's a very popular number, there's not a lot you can do yourself because
the problem is at the other end.
