One is running XP.
The other is a laptop running Win98

How can one do a connect to download data from the Win98 box to the XP box ?

The USB ports on both machines do work with devices

You need a special USB cable with a router in the middle, a
standard USB cable will not work. Use the networking wizard
in XP to configure and then use the floppy that the wizard
will prompt you to make to configure the W98 machine.

If both computers have Ethernet ports (CAT 5 RJ45 connector)
a simple CAT 5 cross-over cable will be faster and cheaper.
The wizard in XP can set that up too.

Is this a connection you wish to be permanent or do you just want to
transfer data? If the latter, then the simplest thing to do is just get
a usb thumbdrive with enough capacity to transfer your files.
